Article 1
Name and Location:

Section 1. The name of this organization shall be:

      ARKANSAS GIS USERS FORUM

and shall hereinafter be referred to and designated as the Forum.

Section 2. The principal offices of the Forum shall be located as directed by the organization's Executive Committee.

Section 3. The Forum is a non-profit volunteer group organized within applicable laws and statutes of the State of Arkansas.

Article 2
Purposes:

Subject to the limitations set forth in the Forum's Organizational Charter, and the laws and statutes of the State of Arkansas, the primary objective of the Forum is to advance a common goal by the various agencies and institutions of state, federal, county, and local governments to acquire, apply, and share Geographical Information Systems (GIS), Global Positioning Systems (GPS) and Remote Sensing automation technologies to the productive and economic benefit of the State of Arkansas. More particular, but not exclusive purposes are in the following list:
 

  • To promote the coordination of GIS, GPS and Remote Sensing research, development, and application to avoid duplication of effort.
  • To promote the use of national digital cartographic standards.
  • To encourage the establishment of a digital cartographic data directory accessible to the Forum.
  • To promote a common datum system (NAD 83).
  • To support data sharing within the Forum.
  • To support the operation of a central clearinghouse for the dissemination of GIS, GPS and Remote Sensing information, including legal and technical material, Forum activity, resource directories, and glossaries of common terms.
  • To work with the State Land Information Board and the State Geographic Information Coordinator on legislative issues and lend assistance in technical issues involving GIS, GPS and Remote Sensing technologies.
  • To operate in strict respect of ethical and moral community standards in the achievement of these objectives.

Article 3
Organization:

Section 1. Forum membership is open and voluntary to those interested or involved in GIS, GPS and Remote Sensing directed to the benefit of the citizens of the State of Arkansas.

Section 2. The Forum shall be guided by an Executive Committee under the leadership of a chairperson elected by the Forum. A chairperson shall be appointed for a term of two calendar years, or for any portion of a calendar year if appointed to replace an out-going chairperson.

Section 3. The Executive Committee and Forum shall also be served by a Vice Chairperson, a Secretary, and a Treasurer, each elected by the Forum, and who shall serve for a term of two years, or for any portion of a calendar year, if appointed to replace an out-going officer. The individuals serving the offices of Chairperson, Vice Chairperson, Secretary and Treasurer are hereinafter referred to as Executive Officers.

Section 4. The Forum shall meet every 90 days as a whole. The Executive Committee shall meet as it deems necessary. The Forum will hold a conference every two years to promote and showcase the use of GIS, GPS and Remote Sensing technologies to Forum members and the citizens of the State of Arkansas.

Section 5. Actions of the Executive Committee and Executive Officers are subject to the approval of the Forum.

Section 6. The Forum and its Executive Committee shall abide by the rules of standard parliamentary procedure
